MTR-Sviaz is a joint venture of Mosenergo organized to modernize and commercialize a portion of Mosenergo's internal telecommunication network. The project became operational in the second quarter of 1996. Mosenergo owns 51% of the company, directly and indirectly, 49% of the company.

The project involves installation of a 10,000 line Hicom switch that will act as a central switching node for all Mosenergo's operations. The switch is connected to Teleport-TP, giving customers of the Mosenergo network direct access to the international gateway at Teleport-TP.

Currently there are 70 corporate customers provided with MTR- Sviaz communication services.
